You should always give a one lane courteous to an officer pulling someone over. I am pretty sure it is the law in NY. Not a very well enforced one.

That was scripted. I've seen it on television but they edit the part in question out. Listen to the very end, you can hear people 'whooping' and clapping. This is a serious matter though, and yes, you should always give an officer a courtesy lane, if able, just in case. The officer may have to run from a gun wielding suspect, or be in a wrestling match with a suspect and thrown into traffic. If you can't get over, at least slow down and be ready to stop just in case. The video is educational.
